The Division of Corporations office in Dover, provides apostilles on documents issued by a Delaware government officer such as a State Vital records registrar, a county or judge clerk or acknowledged by a notary public.
Vital records such as birth, death and marriage certificates must be signed by the State Registrar Karyl Thomas Rattay, MD at the Delaware Department of Health and Social Services. Please see image below to make sure your vital record will be acceptable for an apostille.

Where are you planning to use your documents? If it’s a signatory country of The Hague Convention then you need an apostille. If the county is not party of the convention, you will need an authentication and an embassy/consular legalization afterwards.
Notarized documents should contain a properly executed jurat with proof of the notary appointment, stamp, signature and date. If your document is written in another language other than English, the document needs to be translated before an apostille can be issued.
Please note that in order to issue an apostille the SOS requires the document to be printed in black ink and to to be a regular 8.5 by 11 inch paper and with 1 inch margins on the sides and 2 inches a t the bottom, documents should be legible.
School diplomas transcripts or school records issued by the University of Delaware in Newark, Delaware State University in Dover, Wesley College, Wilmington University in New Castle, Goldey-Beacom College among others, must be notarized by the school registrar before requesting an apostille.
