To obtain an apostille from the office of Mark Hammond South Carolina Secretary of State in Columbia please take note of the following guidelines to make sure your documents will be acceptable:
Considerations for vital records: South Carolina’s birth and death Certificates must be issued by the Department of Health and Environmental Control (DHEC) Vital Records Division.

Considerations for marriage certificates: South Carolina Marriage certificates must be issued and signed by the county Probate Judge or the DHEC office.
There is an exemption for documents signed by the Probate Judge in Richland, Greenville, Horry and Charleston counties whose signatures will be acceptable for apostille.
Considerations for divorce judgments: divorce decrees should be ordered from the clerk of the court where the divorce was executed bearing the stamp of the county. Please note that is the documents is signed by a deputy or assistant, will not be acceptable for apostille.
Considerations for notarized documents: must be notarized by a currently valid and commissioned South Carolina Notary Public, make sure the notary stamps, dates and signs the notary statement.
If you document is written in any other language than English, you should hire a translator and notarize the translation before presenting your documents to the SOS.
Considerations for academic records: diplomas, school transcripts and report cards should be signed and notarized by a school principal or University registrar.
